Well, it would be possible for mod authors to splice the player's dialogue for questmods. Here, you can still record dialog for NPCs in a mod- but unless you somehow recontextualize the responses from the Sole Survivor to fit your mod, you're SOL. In the past, story-heavy mods like Fallout 3's Alton, IL relied on the fact that the main character didn't have audible dialog and instead was given a choice of dialogs that were said aloud by the protagonist, meaning that you could write entire dialog trees with new NPCs that were voice acted by some friends of the modder. Unless a modder were to get a very convincing sound-alike for both the male and female VAs or forced the player to use a mod that muted the voice acting entirely, story-heavy mods like that are impossible. However, I recently got back into playing Skyrim, and started playing the Moonpath to Elsweyr mod, which adds an entire series of sidequests that takes place in the Khajiit's native province of Elsweyr.
